If you watch the construction around the 94 overpass of University Avenue, you will see a large water tank being built. We have learned this is a District Energy project, and while the street is being torn up and old underground systems are exposed, the ancient infrastructure buried is proving to be a significant challenge to work with or work around.
This is resulting in manmade cement enclosures for sewer and other connections rather than the pre-poured components being installed and work being more rapid, because many of the construction workers have no experience with the old systems because they are too young, according to the foreman with whom we spoke. These young guys have never laid block.
